We may note that in view of that requirement to provide regulations, a tension may arise between that obligation on ministers and the need for such regulations to be approved by the Parliament.On section 50A, "Living accommodation: assessment of energy performance and emissions", are we content to draw the Parliament's attention to the fact that a new regulation-making power was introduced at stage 2 that enables the Scottish ministers to make provision about the energy performance of living accommodation similar to that imposed under section 50 in relation to non-domestic buildings?
