Yes, it would be a good thing if Scotland got access to our own money—the £180 million fossil fuel levy, which has been lying unused in a London bank account for the past six years. It would be a good thing if we had borrowing powers for the Parliament so that we could mitigate the full impact of decisions on expenditure, and cuts, that come down the line.
