Net Zero, Energy and Transport Committee report on the Climate Change (Scotland) Act 2009 (Scottish Carbon Budgets) Amendment Regulations 2025

The 2019 Act also set interim targets of a 75% reduction in emissions by 2030 and a 90% reduction by 2040. In March 2024 the Climate Change Committee (CCC), the UK's independent expert advisory body on climate change, advised through their 2023 Progress Report to Parliament that the 75% by 2030 target was 'no longer credible'.
