In its reportLegislative Consent Memorandum: delegated powers relevant to Scotland in the Levelling Up and Regeneration Bill of 16 November on the LCM, the DPLR Committee said the Bill conferred "regulation-making powers on UK Ministers that are exercisable within the legislative competence of the Scottish Parliament" and notes there is "no requirement in the Bill that UK Ministers obtain or seek the consent of the Scottish Parliament or Scottish Government before exercising any of the powers in the Bill in devolved areas."
