The Improvement Service, which runs the online portal, has made changes to the process in response to feedback—for example, it has relaxed the proof-of-identity criteria and is now accepting out-of-date passports and proof of address from the last 12 months, instead of three months.
Today, we are asking the committee to consent to the motion as drafted, if it is content to do so, and we would bring back a supplementary motion at a later date. We are content with the draft code of practice; we just want to see the final version first.
Therefore, if somebody—because of, for example, a bereavement—cannot put forward assessment by the date in June, they will have a window of time until September to do so.
Finally, on the point about the end of January versus the beginning of February. We refine the target dates as we go along, based on our developing understanding of supply.

To ask the Scottish Government whether self-directed support payments must be paid into a bank account that is held jointly by the recipient and whoever holds their power of attorney.
To ask the Scottish Government how much funding will be available to the proposed Scottish business development bank and when it will be launched. I will be publishing more information shortly on the business development bank.
