It is a private company with a regulatory role; there is seemingly no oversight.Ultimately, Forth Ports makes a profit from the decisions that it takes. I cannot see how that is the best way to proceed. It is difficult to see how Forth Ports would ever want to take decisions that would adversely affect its bottom line.
