It would be nice if we could afford universal free school meals, but the cost of that must be taken into account. In reality, we must address the gap that Tam Baillie spoke about: a significant number of children who live in poverty are not entitled to free school meals.

I believe that we have established that if someone has opted out they do not need a proxy, because that wish is taken into account. One imagines that if they have opted in, they do not need a proxy either, because they have made known their views and those views are recorded.
