Scottish Water has done jolly well to get there and many people did not expect it to do that. The best thing is to say, "Well done," but, when we set the next targets, to say that it seems to us that Scottish Water can do as well as the companies in England and Wales.

We cannot just take projects away from sportscotland and give them to local authorities if, having looked at the budget expectations of local authorities, we find that they do not have sufficient available prudential borrowing capacity. It may not be in their best interests to increase prudential borrowing by that amount.
