On 4 June, I am due to meet stakeholders who represent the muirburn code working group and are concerned about the content of, and conditions in, the code and the associated licensing framework.
Although that breached the ministerial code of conduct and the special advisers code of conduct, the then First Minister, Nicola Sturgeon, chose to do nothing about it—such contempt for Parliament.
The key thing is that any framework, whether it be statutory or a non-statutory code of practice has to be developed in conjunction with all key players.
The reason why the code has never been produced is not that there are too many legal complications or that the arguments for the code have been found to be wrong; it is, the Government has said, that it has other things to prioritise.
