In August 2023, the UK Government published its Border Target Operating Model (BTOM) which set out its new approach to safety and security controls (applying to all imports), and SPS controls (applying to imports of live animals, germinal products, animal products, plants, and plant products) at the border.2UK Government. These groups were chosen because they included people who might be less likely to get involved in the Parliament’s work, which includes people from minority ethnic groups, people living on a low income and disabled people.

We acknowledge that linking the Scottish Budget to outcomes is complex and that, given the breadth of the National Outcomes, it could be said that if organisations spend money on improving people's lives then arguably they are implicitly aligning spending with the NPF.
That is not unreasonable, given the large amounts of public funding for social care and its importance to people’s lives.
The National Care Service consultation closed in November and it would be wrong to pre-empt the analysis of the responses.
