This wider review was ongoing when the Bill was introduced and the Scottish Government, therefore, decided not to include any provisions relating to snaring in the Bill at that point but indicated it would do so at Stage 2.
Motions agreed to, That the Parliament agrees that the Age of Criminal Responsibility (Reports on Use of Places of Safety) (Scotland) Regulations 2022 draft be approved.
The common issues identified from reviews are not new and existing good practice guidance, including Audit Scotland’s ‘Principles for a Digital Future’, remain pertinent.
That answer comes on to the second point that I want to explore, which is the principle that the people of Scotland have the right to decide and that Scotland can become independent if the people of Scotland so decide.
Provision in the Bill
Part 2 of the Bill would, in certain circumstances, require that people convicted of domestic abuse are assessed for their suitability for rehabilitation programmes and services.
Two responses were received—
Scottish Renewables (received 31 October); and
Friends of the Earth Scotland (received 3 November)
Neither response discusses in detail provisions in the UK Bill highlighted in the LCM.
