As has been mentioned, the Scottish Government undertook to try to avoid, when possible, staggering the laying of instruments that cross-refer to one another.
Others considered that such a body would ensure that the Scottish Government was held to account, with the need for such a body to have ‘teeth’ and ensure that any legislation passed, or policies devised, were implemented in full.

As the work of the Ministerial Accountability Board concludes, its lessons will inform the development of a National Oversight Mechanism to ensure continued accountability and sustained improvement across the justice system.
