The draft report on Proposals and Policies published on 17 November 2010 (laying number SG/2010/251) sets out our proposals and policies for meeting the targets to 2022, and thus making the transition to a low carbon economy.
The 2015-16 capital budget for local government is inflated because of exactly the same reprofiling of budgets that took place, so the 2015-16 budget is much higher than the trend budget would be. Some of that accounts for the difference in the figures that we have in front of us.
