To my mind, the response seems to outline a terribly elongated process of putting in place structures, groups, reviews and the like, while time is marching on. It is worth noting that progress is continuing.
Since the Executive's decision was announced in March last year, a huge amount of progress on design and implementation of the integrated network has been made.
