The £17 million estimate is based on the figures for the 2007-08 financial year and is the best estimate available. We think that it reflects the steady state of the graduate endowment.
It is only right and proper that we should review that to ensure that we get the best value for those who are living in fuel poverty.It would not be right for any Government to say that it should carry on providing a scheme if the research shows that the benefits are not there in that scheme.

Although we send Pauline McNeill our best wishes, I think we benefited from Des McNulty’s experience and his recollections of the experience of Glasgow.
Having heard about what The Scotsman used to do, I wonder whether a voluntary best practice scheme in the newspaper sector might be better than legislation.
The bill attempts to achieve that and it is the best that we could put together, but more important will be the culture shift among arbitrators, legal practitioners and the parties to arbitration.
