The reasons for not complying are set out in a letter from the Scottish Government to the Presiding Officer dated 28 November, which can be found in Annex A.
They also point out that as illustrated by the recent European Parliament elections, provision “may also need to be considered in case of higher costs being incurred due to a compressed timescale from the date the decision is made to hold a referendum and the date the referendum is held.”

The amendments ensure references within the Regulations are up-to-date and that deficiencies arising from the withdrawal of the UK from the EU are addressed.
Length of delay is calculated from the date that the patient was deemed “ready for discharge” until their discharge date or the end of the calendar month for patients still in delay.

Ofcom believes that it will cost up to another £250 million to reach everyone with superfast broadband by 2021. By what date will Parliament be told how much of the Scottish Government’s budget is contributing to that programme?
