CEC Lets • In 2012-13, there were 1,680 CEC lets. In 2022-23, there were 918. A reduction of 45%. • In 2012-13, 63.5% of all CEC lets went to homeless households; in 2023-24, 70.9% of all CEC lets went to homeless households. • As at end of December 2025, there have been 818 CEC lets , with 77.0% going to homeless households.

The intention is to support businesses, as far as possible, with immediate cash flow challenges.  Annually, the Scottish Government pays out around £420 million through the Basic Payment Scheme and Greening payments.  Payments started issuing from 19 September 2022 instead of 16 October 2022.  At the time of writing this correspondence, over 14,000 businesses have received their payments with over £320 million in payments made.  While the start date of payments may change, the target remains the same - to pay over 70% of anticipated expenditure by the end of December 2022 and 95.24% of anticipated expenditure by the end of February 2023. 4.

Scottish National Investment Bank Stage 1 Report - Conclusions

The Committee therefore recommends that a rate of return is not set or applied for the short term, say the first 2-3 years of the Bank being in operation. Beyond that, and looking at the experience of other investment banks, we believe a rate of return would have a useful part to play in the Bank’s investment activities.
