Supported by: Rona Mackay* *S5M-05980 Neil Bibby: Inverclyde Council, One of the Most Improved Councils in Scotland That the Parliament notes the findings of the Best Value Audit of Inverclyde Council, — which was prepared by Audit Scotland, endorsed by the Accounts Commission and published in June 2017; further notes that Inverclyde Council has been found to have changed significantly “ ” since a Best Value report in 2005, improving the way it manages services and developing a “ positive culture of improvement ; considers that the Controller of Audit judges that there is now, in ” Inverclyde Council, effective leadership, a continuing culture of improvement and constructive relationships between councillors and officers; commends the leadership of the council and the dedication of the council staff who have driven up performance, and considers that the council could be regarded as one of the most improved councils in Scotland.
