Although it is unlikely that there will be any huge consumer benefit in having more than one, there is a potential advantage for licensed providers, which may consider the published schemes of any regulator and choose the one that is best for their business model. For example, if a firm of accountants joins with solicitors but the accountants form the large majority, it may well be more appropriate that, should the Institute of Chartered Accountants of Scotland emerge as a regulator, the firm would wish to continue to use it as the regulator, as it would use it for its chartered accountancy regulation.
