The Powers of Attorney Bill is a Private Members Bill introduced in the House of Commons by Stephen Metcalfe MP on 15 June 2022. The Bill is presently still progressing through the UK Parliament and is at second reading stage in the House of Lords.

Legislative consent memorandum
The legislative consent memorandum (LCM) was lodged on 12 December 2022.
The LCM states the substantive provisions of the Bill do not relate to Scotland or the Scottish Parliament’s legislative competence.
Consequently, the Committee agreed to hold over consideration of whether to recommend legislative consent to the relevant provisions in the Bill to its meeting on 21 December 2022.

In advance of the local government elections in May 2022 the Committee issued a call for views and held an evidence session looking at the barriers preventing younger people, women, disabled people and people of colour becoming councillors or remaining as councillors.
