Overview of the Bill
The Policy Memorandum states that the objective of the Bill is “to improve and protect the welfare of greyhounds in Scotland by making it an offence to race greyhounds on greyhound racetracks in Scotland.”

Financial Memorandum
As set out in the Financial Memorandum, the Bill extends the remit of the Commissioner for Ethical Standards in Public Life in Scotland (the Commissioner) to include complaints against an MSP alleging sexual harassment of a member of that MSP’s staff occurring prior to 7 January 2020.
Given that at the time the Scottish Elections (Dates) Bill was introduced, the Scotland Act 2016 had not been passed, it was agreed by the Scottish and UK Governments (on the request of the Presiding Officer) that power to address to address the issue be transferred to the Scottish Parliament ahead of the completion of the then ScotlandBill’s passage through the UK Parliament.
To ensure that the Committee received as wide a response as possible for its Protection of Workers (Retail and Age-restricted Goods and Services) (Scotland) Bill, the Scottish Parliament's Engagement and Outreach teams set-up a "pop-up Parliament" stand in the Piazza Shopping Centre in Paisley, asking retail workers and shoppers what they thought about the Bill.
Proposed change
As already noted, the Scotland Act 2016 removed the UK Government's role in the process, leaving the Order-making power with the Scottish Ministers.
In its written evidence to the Committee, the Law Society of Scotland state that it is not clear from the Bill or supporting documents how the Scottish Biometrics Commissioner will interact with the UK Commissioner for the Retention and Use of Biometric Material (Professor Wiles).
