The Committee agrees with evidence that, if the Bill is agreed to, it will be crucial for the Scottish Government to have in place a plan for its implementation, especially in relation to the new offence of domestic abuse.

I remember when the Land Reform (Scotland) Act 2003 was published. One of the criticisms was that, although significant investment was put into promoting the access rights—the right to roam—little attention was given to promoting part of the legislation on the community right to buy.
