In our society, we pay for car parking in many other parts of our lives. Our sense is that if hospital car parking became a charge on the public purse, that would drain spending that should be made on providing direct patient care.
We all know what needs doing to cut carbon emissions, but we do not live a utopian existence and inevitably will continue to produce the pollutants that contribute to global warming, albeit, I hope, on a lesser scale.

I am not at all convinced that there will be any downside for those who make their living in the countryside and depend on the tracks, but I am convinced that having a properly recorded database as a result of prior notification of what is going on would have a significant benefit for our understanding of the environmental impacts.
