It has taken five years, three Court Cases and an Independent Enquiry by a QC. There is NO accountability which needs to be addressed from the top by the Scottish Government.
We sought their views on the revised Charter and provided them with the same 12 week response period as the original consultation and received responses from all statutory consultees including Secured creditors of registered social landlords (UK Finance), the Accounts Commission for Scotland (Audit Scotland) and the Commission for Equality and Human Rights....
In reaching its decision, the Committee took into account the information contained in your petition, as well as correspondence and written submissions. .
On a final note, delays cost the public purse money yet nobody seems to be able to hold HIAL management to account, least of all the HIAL Board, which is odd considering that is their main job.

Does the committee find the explanation given by the Scottish Government for the failure to lay the instrument at least 28 days before it comes into force to be acceptable?
The need for the instrument could have been avoided if concerns that were raised by the Short Term Accommodation Association and other industry stakeholders had been taken into account when the licensing scheme was first proposed.
