I congratulate Tavish Scott, the member for Shetland, on securing the debate. As a Highlands and Islands MSP, I know the problems only too well.The aptly titled "Crisis in Care: A GP Dossier", which was produced recently by the British Medical Association, paints a sad picture of the morale of GPs in the UK.

Contrary to what you said about the final decision resting with the Parliament, I understand that, once the designation is laid before the Parliament, MSPs' scrutinising role is over. At that stage, we can only either approve the whole thing or throw it out.I have concerns, particularly about planning, which is a major issue.
