It would be helpful for the code to be laid before the Parliament and widely consulted on. MSPs have been concerned to ensure that there is sharing of information and that that happens in the proper way.

If people do not get satisfaction after they have had correspondence with any organisation, they have to escalate matters and take things to the next stage, which would involve an MSP in this case. Councillors have not been mentioned, but I would have thought that they would have been the initial link with Highland Council.

We will write our report on our scrutiny of the bill at stage 2, but there is nothing stopping an individual MSP lodging an amendment, and they could do so right up to the actual debate.
