Provision
Clause 110 makes ancillary provision and sets out the arrangements for commencement of the Bill. Subsections (1) to (5) provide for when each section or part of the Bill will come into force.
We have to remember that this is about the rights that are to be introduced by the Criminal Justice (Scotland) Act 2016, which was voted on by this Parliament.
All that makes the overall management and balancing of Scotland’s budget more complicated. Again, I will invite Carole Grant to add anything further that she wants to add.
