As legislators, we have—of course—to take those things into account, but as parliamentarians we have also to consider the justice or otherwise of the matter and take into account the views of the wider public.
My final point is that we are still operating within the framework of an Accounts Commission directive. The committee has discussed in the past the fact that the benchmarking framework replaced the statutory performance indicators that were previously laid down by the Accounts Commission.
