The First Minister will recall the concern that was expressed during last winter’s fearsomely bad weather about the lack of Scottish Government action to assist in the identification of vulnerable people, particularly older people, who were trapped in their homes without the support that they needed, because carers were unable to reach them, despite their best efforts.
