In order to enable the Committee to best understand the potential impact of this legislation and to decide whether to support the general principles, it is first necessary to understand the current challenges in the housing sector and then see if the measures proposed in the legislation meet those challenges.
How the Scottish Government would respond if the SSI was annulled
The Minister indicated that if the SSI was annulled he would discuss with the Cabinet Secretary for Transport the best route forward. The Committee asked whether the Cabinet Secretary's views, or the views of stakeholder such as SPT, had been sought in advance on the session.
In many written responses, the Committee heard of the anger and frustration that parents and carers are experiencing in trying to get what they feel is the best support for their child. The Committee also heard from teachers who felt they are being left to struggle with a lack of support and time to allow them to do their job.
