The line that springs to mind on this occasion is the one from Robert Burns—I do not know whether you are familiar with him—that says: “The best-laid schemes o mice an’ men Gang aft agley”.
If so, it would tend to be a binary thing, in which the element you are looking at either looks okay or does not look okay. Am I correct that that is the best outcome that that kind of inspection can deliver, as currently practised?
Our having such a reporting requirement in legislation will provide for greater transparency in reporting on community justice, which will enable best practice to be identified and shared.
