It is the Committee’s view that the mandate letters issued to Cabinet Secretaries by the previous First Minister provided an opportunity for better accountability of decision-making and delivery of outcomes.
There is an issue to note here that because the legislative function of committees sits alongside their accountability function it means that there is the potential for partisanship to enter the process, compared to committees undertaking post-legislative scrutiny in Westminster.

This means that the SI protocol does not apply and there is currently no process by which the Scottish Parliament can hold Scottish Minsters to account for their position in any consultation with the Treasury.
