The Bank of England has responsibility for financial stability, and publically reports on its assessment through the financial stability report and meetings of its Financial Policy Committee.
You are witnessing serious problems in that banks are not always as up front and honest about the situation—I am not picking on any specific banks—and issues can often be concealed.
