Clearly, we must take into account local facts and circumstances and the particular facts of individual cases, but generally I think that someone who has been the subject of an alternative to prosecution in such circumstances would not—unless it was a de minimis breach—be considered for a further alternative to prosecution.

There is a right to protest and to march, but, equally, there is a responsibility to take account of the rights of individual citizens and communities. It might be de rigueur or appropriate elsewhere to seek to abandon or abrogate rights that are viewed as sacrosanct, but that is not something that this Government will support.

However, I would welcome his observations on comments made by Lucy Hunter Blackburn, the former head of education in the Scottish Government, who has said that with the increasing move from grants to loans in Scotland, “In Scotland, uniquely in the UK, graduates who started from poorer backgrounds are now expected to leave university with a higher debt, and therefore face a higher de facto tax on their future earnings”.
