According to an article in The Herald by Tom Gordon, civil servants assured MSPs 18 months ago that bills were being paid on time.I understand that around four fifths of bills are now being paid on time, but that leaves a large number unpaid, which I am sure is unacceptable to the minister.

There was good participation from various organisations, including voluntary agencies from throughout Scotland and young people from some of our schools.That exercise would be worth repeating because it would not be only MSPs sitting round a committee table trying to come to a conclusion as to what our collective view should be.

In the absence of that, I do not think that the committee should go on a fishing expedition to see what we can discover. MSPs have declared that they are members of the freemasons, but their membership does not matter in relation to their position as elected public officials.

It is an ideal subject for a member's bill and has received support from all the MSPs in Mid Scotland and Fife. The bill reinstates to the University of St Andrews the ability to award a postgraduate degree in research in medicine.

At Westminster, such an amendment is in a different category and is treated rather differently.In consequence, it does not make sense to allow MSPs to divide on the question on the section because that would give them two procedural mechanisms to achieve the same result.
