I know all about it now that I have read the idiot's guide to the mechanism that was prepared for MSPs. The minister wrote to the committee to outline the three foot-and-mouth disease boundaries around the infected areas, the at-risk areas and the provisionally free areas.

The issue is the death of the fox, not people riding horses—at least, I hope that no one is trying to introduce a bill to prevent people from riding horses.If we extend Mike Rumbles's argument, all 129 MSPs will need to go out and see a hunt, because they will ultimately make the decision about whether the bill progresses beyond stage 1.
