Indeed, members who tend to speak in debates supported the proposal for change. Of course, if we were to ask MSPs what a negative or affirmative procedure is and what the difference is, most would say that it was something to do with subordinate legislation and they would then glaze over slightly, so I am not making too much of that support.

We should see civil justice and administrative justice as a continuum in which people have different options and should not need to use the courts. They might approach their MSP or local councillor, or they might use mediation, a tribunal, an ombudsman and, finally, a court.

Although I did not approach you or anyone, I was angry when, shortly after the committee meeting, Richard Lochhead issued a press release drawing attention to the decision and naming several MSPs on the committee—including me—who, in his view, had voted the wrong way.

We would lose much expertise. A cross-party delegation of MSPs visited the centre just a few weeks ago and was highly impressed by its invaluable work, which relies on its location—it is not just that the centre exists but that it exists where it exists.
