I think that it should be passed and that people should be encouraged to seek early advice from CABx, money advisers, law centres, solicitors, sheriff officers, MSPs and so on. It could be interpreted as allowing a public authority to destroy a lot of information. If an organisation knew that an MSP or somebody else was on the warpath about a particular issue, people within the organisation could destroy documents and say that the people at the sharp end where destruction takes place had not received the request for information.

I hope that there will always be complaints, because I think that they are a healthy thing. As MSPs, we say that as well. An organisation that receives a lot of complaints is not a bad organisation—it is one that is open to receiving consumer feedback.
