School Buses (Seat Belts) (PE1098) The next petition is PE1098, from Lynn Merrifield, on behalf of Kingseat community council, calling on the Scottish Parliament to urge the Scottish Government to make provision for every school bus to be fitted with three-point seat belts for every school child passenger and to ensure that, as part of a local authority's consideration of best value in relation to the provision of school buses, proper regard is given to the safety needs of the children.The committee has heard strong views on the matter and we have expressed strong views about what we would like to see done.

(S3O-4424) Flood risk management schemes are the responsibility of the local authorities concerned, not the Scottish Government, as local authorities are best placed to assess local need. That will continue to be the case under the new Flood Risk Management (Scotland) Bill.
