To ask the Scottish Executive how many people with learning disabilities living in nursing homes have a personal life plan to help to decide whether alternative community-based housing and support options would be in their best interests. In 2006 a totalof 6,723 adults with learning disabilities had a personal life plan.

Therefore, if Scotland wanted to borrow beyond that amount, it would very clearly do so at its own risk. I think that that is about the best way of balancing the various considerations that are involved.
