Medical workforce supply and demand is presently governed by a formula based on estimates of GP retirals with a 1.6 participation uplift to take account of less than full time (LTFT) working by the future GP workforce, and a greater emphasis on medical care delivered in community settings.

In relation to alcohol and drug partnerships (ADPS) the Scottish Government has worked in partnership with ADPs to strengthen governance and accountability arrangements and to develop and agree a set of core ADP outcomes and indicators.
For 2014-15, £42 million of the £60 million available for HEEPS: ABS is allocated on the basis of need, which takes into account levels of fuel poverty and reflects the different types of properties within rural areas.
This includes how best to utilise funding and staff, taking account of national and local priorities, to meet local health needs and importantly provide high quality seamless care.

Each university also operates a discretionary fund supported by investment from the Scottish Government. Individual Learning Accounts are a demand-led source of funding, providing up to £200 per year towards the cost of learning.
Under the national delivery framework for ADPs, NHS boards as well as being members of local partnerships have an additional role in receiving and accounting for Scottish Government funding for alcohol and drug prevention, treatment and support services on behalf of their local partners.
