I worked in community education before I became an MSP. There were courses that took people, over a period of years, from the very basic adult literacy level to the level of gaining a place at university.

If he had to do that for a railway bill, it would rather destroy the point of bringing in a measure to speed things up.Another issue is the desire to reduce the time commitment that is required of MSPs. As I understand it, the argument is that if a transcript were provided, the inquiry reporter would be able to report back to MSPs more quickly, which would be a good thing.

Our committee has been pushing for the proper gathering of statistics throughout the health service. I am sure that MSPs would want to measure the success of anything that they were going to help fund.
