That has been read by any number of people, including some MSPs, to mean that such conduct does not need to be criminal; rather it is just a lot of people doing things together.There is no question, minister, but that your officials are right, and there is no question but that, when section 27(7)(b) is read carefully, it refers to criminal conduct.

Does he also agree that the material circulated to MSPs by the Souter campaign—it was health promotion material designed to prevent the spread of HIV in adult homosexuals—would, if shown to children, constitute as much of an abuse of the child as showing that young child explicit heterosexual material?

In December, I was pleased to announce free travel for blind people throughout Scotland on rail, bus, ferry and underground services, which is the first and only such scheme anywhere in Britain. MSPs of all parties know that funding is tight.

This model was chosen because we felt that it reflected the opportunities provided by the establishment of the Parliament to introduce an effective system that would be accountable to MSPs.
