If that debate interested members of the public, they might make arrangements to attend it or they might lobby MSPs about it. I do not see how the proposal would work or how such flexible business would lend itself to the transparency and accountability of the Parliament.

If people do not get satisfaction after they have had correspondence with any organisation, they have to escalate matters and take things to the next stage, which would involve an MSP in this case. Councillors have not been mentioned, but I would have thought that they would have been the initial link with Highland Council.
