Introduction
At its meeting on 28 May 2019, the Delegated Powers and Law Reform Committee considered the delegated powers provisions in the South of Scotland Enterprise Bill (the "Bill") as amended at Stage 2.
The Committee also considers that a package of additional non-statutory actions, as discussed in this report, should be taken forward to supplement the Bill's provisions and further enhance the safety of young people using dedicated school transport in Scotland.
I know that Daniel Johnson is earnest in his efforts to support reform and make sure that we do the right thing for the interests of everybody in Scotland.
The Scottish Government lodged an LCM for the Bill on 24 July 2025 because the Bill makes provision applying to Scotland for purposes within the legislative competence of the Parliament.
What the Bill says
The Bill requires the Scottish Government to publish a fuel poverty strategy within a year of Section 3 of the Bill coming into force.
