I would like to give the committee a concrete example of an issue that was of interest to MSPs at the time: the withdrawal of the hydroelectric benefit—the cross-subsidy scheme in the north of Scotland for electricity consumers—and its replacement with an alternative subsidy scheme under the Energy Act 2004.

Under the FIFG regulations, people had to show that they owned a fish farm before they could receive such funding. I am sure that I am not the only MSP that has entered into correspondence on that matter.

You could be accused of operating a two-tier system in the case of individuals who must apply for adaptations in their own home. Every MSP has had similar questions posed to them about the issue.

We intend to make the draft regulations available before the primary legislation completes its passage through Parliament. That will give MSPs and other interested parties the chance to study the draft regulations while it is still possible to amend the bill.
