A written submission from National Ugly Mugs noted the position in Northern Ireland where—
…a review by the Department of Justice found that there was “no evidence that the offence of purchasing sexual services has produced a downward pressure on the demand for, or supply of, sexual services.
We produced a printed access guide for Strathclyde some time ago and we have produced such guides for Wales and London, but we cannot keep printed versions up to date.
In health and local government, we are required to produce many plans. We must ask whether the community plan might serve as a vehicle for auditing that and recognise that we might be able to stop producing the plans and leave the responsibility for meeting those requirements within the community planning process.
We carried out a consultation exercise among our members and rushed to produce a response in early 2001. We addressed some interesting and important issues in that consultation.
