There are issues relating to financial support, not only for West Lothian Council, but for other local authorities that want to take the system on board.I bring this issue before MSPs today to congratulate those in West Lothian who are involved in C-me's development and its use, and also to ask that we share good practice.

That might be a good reason for allowing them to substitute for one another because, if you follow that argument through, they are not of the same ilk. The independent MSPs have been recognised as a group; the same might happen to other independent members in the next parliamentary session.
