Conclusions and recommendations
The Committee considered the supplementary LCM at its meeting on 2 February 2022.
The Committee welcomes the amendments made to the Bill which address some of the concerns highlighted in the report on the original LCM, however the Committee’s substantive concerns remain.

This year's Bill, which is comprised of 11 sections and 3 schedules, makes provision for the financial year 2022/23. The Bill authorises the use of resources for the Scottish Administration and certain bodies whose expenditure is funded directly out of the Scottish Consolidated Fund (“SCF”).
The SFC expects growth of 6.7% in 2021, with economic output reaching its pre-pandemic levels by 2022 Q2, around two years sooner than had been forecasted by the SFC at the start of the year.
Impact on poverty if extended to under 16s in 2021
At the end of 2022, the intention is to extend eligibility for SCP to all children aged under 16 in qualifying families.
