The Committee welcomes the commitment given by the Scottish Government to lay an instrument to come into force alongside this instrument to amend the relevant provisions of this instrument to include consistent definitions of “care home”.
This is in stark contrast to England where there is a National Clinical Director for Renal Medicine. Without defined accountability, progress will be inconsistent, and the health system will not be able to deliver the scale of improvement required.
Dumfries and Galloway Council also suggested that the FM “does not adequately account for the costs of recruiting and retaining additional staff to meet the increased demand for service”.
Such decisions raise serious concerns about transparency and accountability. Communities and councils are left in the dark about where and by whom these decisions are made within government.
