They think that the relationship between MSPs and the council could be better organised, and are keen to establish a joint standing committee of the councils and the Parliament, which they think would help with the issue of motivation.There is a significant rural area in the south of the council area, consisting mostly of declining former mining villages.
We have also strongly advised our members to go to their local councillor and MSP. We need somebody to push open the doors and get some information.We believe that the real problem is that there is no information.
We will report to Parliament in the usual way, and include the Official Report of our comments to let MSPs decide how they want to vote. A draft report will be circulated by e-mail for comment and the deadline for comments is Wednesday 7 December.
Anything that is public would be fine, but it would set a dangerous precedent if we started to give MSPs documents that we would not otherwise give them.
They are, of course, reviewed when they need to be, but they should be applied by local authorities, and MSPs and local authorities should not pass the buck to the Executive when difficult decisions are to be made.
Dangerous driving has been an issue for many years; I remember it being an issue before I became an MSP. In all that time I have not detected much of a change in the attitudes of drivers who take to the roads drunk, without insurance, while they are not licensed or in cars that would not pass an MOT.
